If you can stand a break in school for 2-3 years, my advice is to do some time at the PTO, pass the patent bar while you're there, then move on to an intellectual property law firm as a patent agent/technical consultant. Then do law school part time or full time. Don't worry about what school is best for IP...you'll probably only have 1 or 2 classes that are IP related anyway. Go to the best overall law school you can get into. As long as you have your engineering undergrad and a good academic record from a good law school, IP law firms will want you.
