NO! In fact, don't rely on the MPEP for analyzing the law. Practioner law books or legal cases will serve you better - although an attorney is what you probably need. The MPEP is a manual written by the US Patent and Trademark Office (PTO) for use by the PTO. While it also serves the practitioner, its primary goal is to serve the PTO.
