notice of allowance

i would like to know if you receive a notice of allowance,does that mean the patent will definately be granted if the fees are paid.
can someone object to your patent at this time and overturn the notice of allowance.
if some one was to object what would be their course of action.would they need to pursue it through the courts or petition the commisioner.or is it done some other way.
