Dear Mr. Smith, I believe that in all countries of the world that the inventor, or an assign from the inventor is the only legitimate party to file a patent application. Changes over the original invention my be patentable. Care must be taken not to patent something that is dominated be a prior patent. Not all inventions are patented worldwide, thus legitimate non patent use may be made of an invention patented in another country. There may be risks of later treaty filings.
