WIPO administers the Patent Cooperation Treaty (PCT), a system for consolidated filing and handling of patent applications in over a hundred countries. What you saw was the publication of an application filed under the PCT and handled by WIPO. You can tell because the application will have a "WO" the filing year, a slash and long number serial after it. Depending on how long ago it was filed, the application may still be an application, or may have been routed to individual countries for further processing. Only countries (or regional consortiums) can issue patents. So the PCT application or WO publication are not enforceable patents themselves. The list of countries where the PCT application may go to is listed on the cover of the publication in two-letter codes. To tell the status of this and any other application, you would probably need an IP attorney to run a search on Dialog or other commercial database.
