If you filed a provisional patent application in the U.S.
and want to file a non-provisional patent application in
the U.S., claiming priority from the provisional patent
application, then yes, "small" changes can be made.

HOWEVER, the determination of a "small" change is
anything but an easy decision. Does the change relate
to the patentability of your claimed invention? Answering
this question depends on many factors and can only be decided
on a case by case basis. Please seek out competent legal
advice on this matter.
