Hello, I am seeking a patent attorney who has specialized knowledge and expereince in the safety/ protection area. I have an idea that revolves around bullet-proof shielding and am in need of some provisional patent assistance and non-disclosure documentation. We possess the specialized knowledge and expereince in the safety/ protection area as desired by you. But the invention prima facie appears to be relevant for the defence purpose. Few countries do have a problem in granting patents in respect of the inventions that appear to be relevant for the defence purposes and impose secrecy directions with respect of the application.
 
You can forward me the details via email and thereafter we can proceed for drafting a specification.

The U.S. does impose secrecy requirements on defense/natinal security-related inventions.  The application is still examined, but, for the life of the Secrecy Order, kept secret.  When the claims are allowed, the applicant receives a Notice of Allowability, but the patent does not issue until the SO is lifted.
Note, too, there are sometimes export control issues with U.S. inventors or inventions made in the U.S.  (Thus, the need for the Foreign Filing License noted on the Filing Receipt.)  Disclosure of such inventions to non-U.S. citizens/residents may be deemed an "export" for export control purposes.

For a U.S. patent attorney/agent, who is preparing a U.S. patent application for an invention as a result of colloborations among multiple inventors, in which at least one of the inventors reside in another country, the draft application is usually be sent to the foreign inventor(s) for review. Does this practice(sending the draft application outside the U.S.) raise potential export control issues?

The International Arms and Trafficing Regulations (ITAR) are specific to DOD and related arms issues. Do not confuse a safety / protection / defensive invention with those that fall under ITAR.
 
 Is this a commercial invention?
