Is an old tech with a new application patenable?

An old tech may be not popular because some reason such as difficult to be applied or expensive tha other ones.  If this tech may be applied in a new developing  area, is it patentable?  Or may there be a critarion to judge it?  Huh

Maybe.  A new and non-obvious use of an old thing is patentable.  A new and non-obvious combination of known things is patentable.  It's hard to say from your question, but it may be possible to describe your new application of an old technology as either of those.  If so, it's patentable.
