After inventing a product for Homeland Security, can it be patented in the same manner as any other invention? Are there any implications an invention is “defense” in nature as opposed to a general consumer good?

In principle inventions that pertain to national defense are patentable, but the government reserves the right to place inventions under a secrecy order.  You wouldn't be able to obtain a patent in the US or abroad (or even file an application abroad) until/unless the order is lifted.  You would be entitled to compensation for damages/use of the invention by the government.
 
Barring a secrecy order there's no reason why such inventions can't be patented provided that all other requirements are satisfied.
