Will the USPTO accept a foreign correspondence address and correspond with a foreign inventor?

I couldn't find anything that says they won't. Licensed practitioners can, and do, have foreign addresses with which the PTO corresponds. If you want a definitive answer, try the Inventors Assistance Center: http://www.uspto.gov/web/offices/pac/dapp/pacmain.html (No, I'm never to proud to contact them for help. They're very knowledgeable (former SPEs and PEs) and very helpful. And, I've never had any trouble getting through.)

I will retract that statement. They are very helpful. I think I just posted after being on hold for 15 minutes. Then after an answer, "inventors assistance center," I replied and heard no other response. However, the phone did not hang up, so I yelled for a bit. When that didnt work, I sat and listened to them talk about traveling and vacationing around the United States. Mainly on the east coast. It actually was pretty informative because I have been meaning to hit those same spots as soon as some time opens up.
