I came across this contract position which pays for  every complete patent (filed including claims and drawings) application (non provisional).
 
I want to know how much time does it generally take to file a complete application. I know it depends on experience. But assuming that a person has the technical and writing skills and also ability to interpret/research the subject matter of the invention, but little or no experience, how much time would it take. I want to calculate whether the pay they are quoting is okay.

It depends a lot on the complexity of the invention, the number of claims, whether you've seen the technology before, and whether you are dictating or typing.  Maybe about 40 hours is a reasonable guess for a new person for an average EE case.  You'd want at least 2k, I'd think, assuming they do all the filing and docketing.  Preferably more like 4k.

I would say $4,000 at a minimum.  I personally wouldn't do an application for $2,000.

I am not sure if you already have experience, but if you are new and trying to build a reputation in the patent arena, then taking a 2K project  is a no-brainer.   Now, that may change depending on your financial status.
