Salary Negotiations

I am looking for some advice on how to negotiate for a pay increase to be paid fairly.  I know that many firms base an associates salaries on billing rates.  What is a typical/reasonable percentage to ask for and how can I prove that that is the standard?  Right now I am making about 17% of my billing rate.  During preliminary negotiations I was told "we don't base salary on billing rate."  Any advice would be greatly appreciated.  Thank you!
