Cover letter for technical advisor job

Hi all! I am planning to send out my resume in hopes of landing a technical advisor job. I have a PhD, but no patent bar, so I will be looking for tech.advisor job. My strategy is finding a partner in my firm of choice with science/biology background and e-mailing them my resume with cover letter. Is this an acceptable practice or will people be annoyed by some stranger sending them a resume? If someone has done this, what do you write in your cover letter? I understand that partners usually are very busy, so maybe it would be better just to send my resume to the human resourses instead?

Marketable Package: 1. Cover letter (description-your background, interest and your technical writing skills, etc) 2. Your writing sample (research papers, abstracts, your thesis, etc) 3. Your UG and G transcripts 4. Your resume tailored to the job in the Patent Law Please send these altogether to speed things up. Any preferences in geographical locations?
