Chapters 2300 & 2400 in patent bar exam

I read here that there usually aren't any questions from these two chapters (Interface & Biotechnology). Is it a general norm? Can we safely bypass these two chapters? Any idea guys?

On Dec 30th, 2006, answer choices for two or three true and false questions were from MPEP 2300 and 2400.
