What is the standard way to send transcripts to law firms when applying for jobs?
Is it ok to attach them in your email as a PDF (I know they can get kind of bulky. Mine is around 650KB.), or do you need to mail or fax them.
Do Patent Agents need to send undergraduate transcripts if they have several years of industry experience?

I have not heard of any "standard" procedure for such submissions. You should carefully follow the instructions each firm has. Some firms have specific instructions on their website regarding resume/transcript submissions. In the absence of instructions, you might consider just sending a cover letter and resume. Your cover letter can state that you will provide all necessary transcripts upon request. If you graduated with a high GPA or any honors, make sure you include that prominently on your resume.
Some firms do require undergraduate transcripts regardless of industry experience.

You want to have your references, transcripts, and a writing sample ready to provide on request, but you don't want to send them out when you are "cold calling." Send them out when invited to do so.

Their website usually says something like:

and then they give an address and/or email address.
Sometimes they say transcript, sometimes not.
Sometimes they will say what format to send the resume (almost always Word), but usually they don't. I've never seen them say anything about what format the transcript should be in.
So, what do you send when the website asks for a transcript?

Unless you're sending some sort of weird, seldom-used format, I don't think it matters. If the issue still bothers you, I'd suggest you simply call up the law firm and ask.
