My understanding is that the PTO does offer a paper version of the exam in Alexandria VA on an infrequent basis. The last one was in July. However, you are not allowed to bring anything to the exam. You are given a paper copy of the MPEP to use.
I believe the he last "old school" bring your own materials exam was given in October of 2003. Are you looking at some old information?
