As a former journal editor, my guess is that you would be better off getting onto the main journal (esp. if you can become an editor of some sort), and then writing your comment/note about an IP related matter. Journals are like law schools--the greater the reputation of the institution, the better it looks on your resume, regardless of whether it is related to your ultimate goal. Generally, it is much harder to get onto the main journal at any law school, and therefore a greater coup, than any of the subsidiary journals.
