Back taxes and applying to take the exam

I'm about ready to apply for the exam, but have one worry: my tax filings. I don't owe any money to the government (essentially zero income due to a major illness and its results), but I am (ahem) behind on my filings. Should I wait to apply until the IRS has had enough time to decide that I don't deserve to be thrown in a snake-filled dungeon? Or should I answer "yes" to the question of whether I owe money to any government, and then write an explanation that I don't, really, but it's still being determined and may change?

From what I've seen, owing money to the govt. won't keep you from taking the exam. But, if you don't put it in your application and they find out, that can get you booted. I guess its sort of a test of your ethics and honesty.

On the other hand, having an issue can delay being approved to take the exam. I couldn't say whether it would be quicker to clear everything up or to go ahead and apply now.
