Can part-time law students easily transfer up?

I will be attending a mid-level law school part-time (taking about 12 credits/semester). There are a few schools in the top 20 that I would like to transfer to after my first year. Would my being a part-time student have a negative effect on my ability to transfer?
 
Also, I've heard that being in the top 10% at a mid-level school (50-70 range) puts you in a good position to transfer to a top 20 school. Does this sound about right? Would the big schools even consider someone ranked around say 20%?

i wasn't part time, but i transfered from a tier 4 to a tier 1.  Good luck
