Re relatively more agents among patent practitioners with higher registration numbers, interesting observation.  I took the whole list of patent practitioners from the USPTO web site and divided it into deciles based on registration numbers.  Among the 10% of practitioners with the highest numbers 62% are agents; and among the 10% of practitioners with the lowest numbers, only 7% are agents.  See table.
 
I can think of three causes –  
1) as mentioned, many of the newly minted agents are attorneys-in-training;  
2) perhaps more agents “drop out” – getting registered as an agent is relatively simple compared to becoming an attorney – there may have been less commitment to the career in the first place; and perhaps
3) in the 1950’s, 60’s, and 70’s there was relatively little patent work available, and almost no demand for agents.
