I read about the requirements, in which I found out F-1 students are not allowed to take the exam until they get a work visa (H-1). They other thing which makes me upset is it says " qualifying non-immigrant aliens within the scope of 8 CFR... are not registered upon passing the examination. Such applicants will be given limited recognition under 37 CFR if recognition is consistent with the capacity of employment or training authorized by the USCIS." I am not sure what the limit means, does it make a lot difference? Is it true every examiner should have MPEP and 37 CFR on hand at least? Where could I get them? All my ears.

I don't have first hand knowledge concerning the limited recognition,
but based on discussions here, it seems to be a significant pain.
You have to have an employer ready to hire you in order to take the
exam, and your limited recognition will allow you to do work
for an employer. Leave and you lose your recognition.
You can get an mpep from a number of places. You can download
a pdf or html version from the PTO web site. You could purchase
an MPEP from the government printing office, but it will cost you
almost double what ordering it from a private company like
West would cost. The MPEP contains the rules (37 CFR) and statutes associated
with patent prosecution.

Thanks! yes, the limit thing sounds upsetting, but I would like to perpare for the exam while I am hunting the job. You know, I have to start from somewhere. I will try to download the MPEP as you suggested. Thank you. If anybody has the same situation like me (probably quite rare), please drop a line and share with you solution. I would like to thank you guys for everything these days, your help are so much appreciated by me.
