License Agreement Dispute Question

An interesting question came up regarding license agreement disputes.  If the dispute resolution clauses in a license agreement clearly state that all disputes of the agreement are to be handled in the licensor's jurisdiction, can a licensee request a declaratory judgement in their own jurisdiction if they feel they are going to be sued by the licensor for an agreement dispute?  In this case, say the dispute is whether a product or process which is sold  or used by the licensee is covered by the IP in the license agreement.
