Licensing to the Government - need attorney

I own several patents, and I've licensed to private companies successfully. Now I'm looking at approaching a DoD unit regarding potential infringement. I'm in Silicon Valley, and the lawyers I usually use aren't familiar with the mechanics of licensing to the Government. The lawyers who do that sort of thing tend to be near Washington DC.
 
So I need someone who's familiar with 28 USC 1498. DFARS 227.7011, the related admnistrative procedures, and the mechanics of licensing to the Government. Any suggestions?

You can join LinkedIn then search for patent attorneys in WA DC and / or expertise in that subject matter.

BTW - I am too working on an invention aiming at improving the "Homeland Security".  
Is USPTO handling these inventions diferent from the other general inventions?
Do you know of any gov grants to support this kind of work?
