I believe you are mistaken.  It appears that one inventor can represent another inventor {see 37 CFR 1.32(a)(2)}; or an assignee of 100% interest can also represent the inventors {see 37 CFR 1.32(a)(3)}.  In either situation the representative need not be a patent practitioner.
 
Of course the "inventor" representing the other inventors must be a true inventor.
 
Also whether or not it is advisable to be represented by a non-practitioner is an entirely separate issue.

Thanks for the cite.  I knew about the assignee, but couldn't find the rule for joint inventors.
