The Disclosure Document Deposit Request

I finished my booklet to be send to the USPTO  
but I noticed that the old address (Washington, DC 20231) changed to PO Box 1450, Alexandria, VA 22313-1450; can I ask why it changed?
 
Second, it is the same fee of $10 to cover the fee of the The Disclosure Document Deposit Request + book sent?
 
I will appreciate the reply,

The USPTO moved; I believe it was some time ago (several years?).

That's true.  However, prior to the move to Alexandria, the USPTO was in Arlington VA.
 
The document disclosure program still exists but, but the PTO will cease accepting submissions early next year (Feb 1, 2007).
