That doesn't mean you have to have a patent already, just that all inventors must join up together.  There are sound reasons for requiring that.  And, if you know (or believe) your technology would infringe someone else's patent(s), they want to know that up front -- only fair.  But I don't see, in that quoted text, any requirement that you already have a patent in hand before talking to them.
