Are there any extensive databases that can be used to search for current or past Patents ? My resources are fairly limited for the entire Patent process so I am trying
to cut some costs but still be thourough . Any advice
would be greatly appreciated .

Most national patent offices have free on-line searching available, e.g.

http://www.uspto.gov/main/profiles/acadres.htm

and

In addition, http://www.patentreader.com/ provides an interface to do keyword phrases in up to three fields and provides direct links to .pdf's of each patent or application that results from the search.

ive seen a company that charges by the depth of the search. which kind of makes no sense. if someone pays for a search, i would assume they are getting a complete search. what is the point of paying someone if they arent going to give you a full search, and it basically ends up being useless and a waste of money, since your invention might already exist but they only did a really basic search based on the amount of money you gave them and didnt find your invention in their basic search.
