I have questions concerning accountability of national patent offices in so far as granting a filing date.   For example, the USPTO is increasingly relying upon independent contractors to perform tasks concerning the recordation and handling of patent papers.  Agents of an independent contractor work under different obligations or allegiance than those of the patent office.  Clearly, less transparently administered governments might operate a patent office with yet more opportunities for a conflict-of-interest than this.   What mechanisms are in place, internationally, to monitor a common data base, so that the actual time of filing a disclosure may be commonly recognized (in real time) independently of a particular patent office, wherein it may at least be seen whether a filing date was granted in accordance with the actual date of disclosure?
