What do I have to do to include links to non-public websites on my own website?  To me, government websites are OK, but what about those run by other businesses, for example?  Suppose, for example, I find a particularly good website on the history of the Patent Office, but it's owned by a company or an individual.  Do I need permission to link to that website?

As A Owner of your own Website You can give any Website link in your site, You do not need to ask permission for that link.

Basicaly outbout links are placed for visitors benifit, so that visitor could get good amout of web resources in one place.
