I am doing a wedding and the parents of the bride & groom want to surprise them with a movie of their baby, childhood, and pictures when they first dated at the reception.  

It would involve scanning  the pictures and showing them on a TV screen at the reception.   No music would be added as the band will be playing.

If this will not be sold and will only be viewed for the reception, is it illegal?

What would the difference be if they put all of the pictures in an album and showed it?  The difference is they would be easier to view on a large TV screen.

The person who took the pictures owns the copyright in them.  Presumably
most of the pictures were taken by family members who are most
likely not considering suing.

On the other hand, if the pictures were taken by a professional
photographer you may have a copyright infringement issue to
deal with.
