Rights for photos from old book

Do book publishers own copyrights on photos that are themselves expired and in the public domain?

I'd like to scan photos taken in 1914-1919 from a book published in 1933 (rights renewed in 1960) for my own project.

Since the author did not create the photos, and the rights for those photos have expired and are in the public domain, can he or she still exert rights over those photos?

How does something like Bridgeman v. Corel  factor in?

- thanks
