Content copying by blogs

Is copying of content from website by blogs violation of copyright laws?

If yes, then who is liable for such violations? Is it

a. the person who posted the content? or

b. the person who is the moderator of the blogsite? or

c. the registrant of such blog on webserver (like Google has its own blog, registered on its name in whois records, from where free subdomains are taken by individuals)??

Please enlighten....

Thanks and Regards:

Follow up question (maybe to revive the answer to the previous question as well):

What are the copyright issues (if any) if someone were to want to create basic/moderate/advanced training guides on how to use popular websites/programs such as MySpace or Google's Blogger?

These would potentially be used as free giveaways (basic) or paid upgrades (moderate/advanced).
