Is the sale of single page reprint permissions from a book a common practice among copyright owners? Is there a special term for this? Could anyone advice me where I could find such articles/pages?
 
If I use a fragment of  text and add a reference to I still need a permission from the author?

It is not uncommon for a publisher to sell reprint permission for just one page of a book, or even a fraction of a page.  I'd start by simply contacting the publisher, describing what you want to reprint, why, and how many copies.
 
That said, whether you need to get permission for a short excerpt depends on what you are doing with it.
