Copyrights and Repair Manuals?

Hello,
 
I run an automotive website and sometimes when people have a question about how to perform a repair on their car, people will scan and post up relevant parts of a repair manual to educate them on how to do the repair and on the procedure and explanation of the part they are trying to repair. I need to know if this is protected under the fair use policy, or if we are violating copyright laws.  
 
We also have a news section in which we will use about two paragraphs of a news story and link to the full story.  
 
Any help on this topic would be greatly appreciated.
