On an internet message board, are the contents of the posts copyrighted to the author?

If someone copy/pastes a portion of someone's posts on a message board somewhere else, is that a violation of copyright?

This has been a huge debate, and one I'd like a definitive answer to if anyone knows it.

The copyright in the post belongs to the poster subject to whatever license, real or implied is associated with making a public posting in a forum.  Copying a post elsewhere would be copyright infringement unless some exception or license applies.
