May an instructor make a few-page outline of important concepts from a textbook to help students review for a final exam?  This might be fair use once, but may it be done semester after semester?

It's probably possible to develop an outline summarizing facutal concepts from a textbook that is not copyright infirngement at all.
 
I cannot provide an legal opinion on something that I haven't even seen of course, but I suspect that the teacher has very little to worry about.
