I created an online event registration tool using PHP, Javascript, and HTML. I used these open-source languages to create something custom for my client. Another competing firm then copied my exact event registration form (word for word) and implemented it for one of his clients.
 
What sort of legal recourse do I have?
 
I am based in the US. My client is based in Vietnam. The competing firm that copied the source code is also in Vietnam as is the client he implemented it for.

My initial reaction is that unless the offending site is hosted in the U.S., your only recourse would be through a Vietnamese action.

I am based in the US. My client is based in Vietnam. The company that stole the source code is based in Vietnam. His client is also based in Vietnam. His client is a British organization and he is an Australian native. However, the kicker is that the server the stolen software is hosted on is located in Colorado. I'm sure that makes a difference.

Then you may very well be able to go after the server, so to speak, in an in rem action.  There also may be DMCA based actions you can take.  Any qualified IP attorney who handles litigation can handle this for you.
 
I do that, as do others here.
