hi, help needed please, or advice.. some one i know digitially produced a interactive dvd on a community based issue(s), payed for the work on an individual basis and then is currently bein gpayed to produce this dvd.. the g****vine tells me that this dvd is going to be punted around the country. does this producer or the employer have copyright.

You say they digitally produced an interactive dvd on community issues, then you say that they paid for the work on an individual basis.
 
Who actually created the work?
 
If one person produced it in the sense that thye coordinated the business and talent to 'produce' it, I would ask if there were any agreements made with the persons who actually created the work.
 
My understanding is that unless there was a 'work for hire' agreement in place, the person who actually created the work owns the copyright to it.

I only skimmed the facts, but generally speaking when someone posts
a question here concerning whether a they or a contrator owns
a work, almost invariably they do not own the work.  The reason
is because a written contract is required to make the work a
work for hire, and a written agreement is required if the copyright
is to be transferred to the hiring entity.  If there was
a written agreement they wouldn't have to post here.
