If someone comes up with a idea (Cookbook),  that hasn't been copyrighted yet, and I copyright it by changing the methods involved and removing some o the extra ingredients that don't belong, can I copyright that.
 
After I do copyright it, do I become the legitamate owner although the person before me came up with the cookbook idea but I came with an expression.

Copyrights don't protect ideas, plain and simple.  If your goal is to protect the recipes from being used or substantively re-published by others, then you're out of luck, I'm afraid.  Copyrights will legally prohibit others, generally speaking,  from photocopying or otherwise copying verbatim your particular recipe as published.
