I was wondering the same exact thing.  Where else would I be able to scan my photos other than wal-mart?

I was told(today) by a Wal-mart employee that the photograph has to be over 75 years old to copy.  Our family photo is 41 years old and has no professional markings on it.  I took it to a national chain drug store and they had no problem making a copy for me.  I think I will skip shopping at wal-mart from now on!
