If Government work is in the public domain, are photographs taken by NASA, also PD?  Many are copyrighted JPL (Jet Propulsion Lab) but they are under contract to the US government.  How can i tell what is and what is not?

I'm not sure about the photos you're talking about, but I did contact NASA once for some stock footage from outer space and they were quite friendly in sending it to me. I believe the only thing they asked for was proper credit. It's worth contacting them personally.

You need to check the NASA guidelines on the NASA website.  Also, you can contact Robert Urlich who manages their clearances.  I used to work with NASA.
