Is it a trade secret?

Are blueprints for a building not yet built a trade secret (or asked in a better way, can they be if appropriate protections are met).  I read a definition of trade secret that it had to deal with an ongoing process, such as a business method.  Can a 1-time plan not be a trade secret.

From my fairly limited understanding of trade secrets, they can include any secret that provides a business advantage.  Those are the only two requirements: (i) secrecy and (ii) business advantage/value.  The trade secret comes into being when formed in the mind of the creator of the trade secret and expires when no longer secret.  I don't believe there is any requirement for continuity or longevity of the secret to qualify as a trade secret.
