Court Appointed Custodian - Financial Accounts

Hi, I realize that this is not really an Intellectual Property question but I want to see if anyone knows about this anyway. My husband's father passed away last year and left about 2 accounts for my husband that were established when my husband was a minor. Now that my father in law is deceased the only person who could liquidate the accounts is my husband. When contacting the mutual fund company for one of the accounts they mentioned that he could not get to liquidate the account until he got a court appointed custodian for this account. My husband is 34 so technically should have legal access to the funds because he is not a minor and has the death certificate, but the mutual fund company said that that was not allowed and that he needed this court appointed custodian. While searching through the court's website for forms to fill out or information on the topic I find myself in a dilemma and was wondering if any of you know a way that my husband could go about getting a court appointed custodian for this financial account.
