Rebuttal claim chart

What is the practicial affect of not filing a rebuttal claim chart? (16-9??). I've read the rules and scheduling order and find no reference. Presumably it is just that the claims as presented by OC are taken as is (not a big deal in my case).
Also, my understanding is that for a design patent there is typically only one claim, is this correct?
