I have a work associate who has been given the task of rewriting our workplace policies. The individual is citing various works, some copyrighted and some not. The dilema I am having is this: Little if any of the information differs from the texts he is extracting his information from. For the most part he puts no personnal input into the material, he uses the information from the texts in its entirety. He does not have any special permission to use the information. He cites the material as a reference but the material is in its complete form without quotes.
