Old family photos

: I have formal pictures of my grandparents and their sibblings and would like to make copies using the Kodak Picture Maker, but was told by the Manager of one of the establishments that has this machine that I could not do it. The Photographer is no longer in business and the individuals in this pictures are deceased as the pictures are nearly 100 years old. I can't get permission from anyone. Are they right in refusing me the use of the machine for copyright reasons?
