Are Annual Reports and SEC Filings in Public Domain?

My understanding is that annual reports to shareholders, SEC filings, etc. are considered to be in the public domain and their contents can be used without permission, even though the actual formatting is protected. So, for example, I could use the text of an entire annual report (without permission) as long as I designed the layout myself and did not use the exact image or formatting of the original. Is this correct?
