Hypothetical: the U.S. Congress makes an unwritten policy to pass a bill roughly every 20 years that extends the term of all subsisting copyrights for an additional 20 years. (See Copyright Act of 1976; Sonny Bono Copyright Term Extension Act of 1998.) Would this violate the spirit of the "limited times" language of the United States Constitution 1.8.8?
