: Let's say I am a graphic designer working for a non-profit community center. For my employer, I commission an illustrator to create a cartoon image of a knight on the back of a buffalo, to incorporate into a logo going onto the uniforms and office letterheads for a non-profit little league football team.

: After receiving the artist's work, I photographed the image on my scanner and made the following changes using Adobe Photoshop:

: -- deleted the light orange and black polka dot shading on the knight's cape (about 1/3 the size of the illustration) and filled with a solid, darker orange
: -- subsituted gray for the green on the knights armor
: -- deleted the black and white background images of other knights, and filled in a solid black
: -- lengthened by an inch and added a silver point to an all-black "jousting spear"
: -- deleted creator's name, signed in prominent letters with black ink on a light-colored area
: -- added the name of the team in the background, "touching" the knight figure

: After making these changes, would I get the copywright, or would the illustrator?

Dear Graphic Designer,

Why should I email you a response. I do not get paid for what I do her, I'm just saying what I think.

I think that you are deeply on the edge of trouble if the artist is aware if his (or her) rights. There are things that you can do to safely acheive your objectives. You are not going to get that without fee.
