Software ownership

A dog club that I belong to passed and accepted the following motion at a recent board meeting:

Motion #7 - To accept the following general business
policies. Seconded. Unanimously carried.
c) Any software program developed by a member for use by the club is the property of the organization unless otherwise specified by signed contract.

I think this is unlawful. Can anyone point me in the right direction for the laws on software ownership so I can petition to have this recinded. I am a software developer, so this effects me.
